National Education Policy should clearly define plans for disadvantaged Groups: Jamaat-e-Islami Hind’s Education Board demands

New Delhi: Markazi Taleemi Board (Central Education Board) of Jamaat-e-Islami Hind organised a national webinar on “National Education Policy 2020 and socially and economically disadvantaged Groups” on 6th Oct. 2020. The eminent educationists and intellectuals of the country who expressed their views on the topic were: Prof. Karma Uraon, former Dean, Ranchi University, Mr. Gopinath, renowned writer, Mr. John Dayal, General Secretary, All India Christian Association, Prof. G. Nagaraju, University of Hyderabad, Mr. Ambarish Rai national convenor Right to Education.

 

In his presidential address, Chairman of the Board, Mr. Nusrat Ali has called on the government to clearly define and explain the plans for the socially and economically disadvantaged Groups in the National Education Policy (NEP). Speaking on the topic, Mr. Nusrat Ali said: “our Education Board, earlier, has discussed the overall ill-effects of this education policy. Now, here we will discuss the impacts of the NEP in the context of the Socially and Economically Disadvantaged Groups (SEDG).

 

Talking on this aspect, the Chairman of the Education Board said, “these disadvantaged groups were mentioned in the NEP but it has not specifically stated what the government will work for them. First of all, the culture and diversity of our country has not been taken into account while drawing the policy. Secondly, the classification of these backward classes has not been elucidated. Therefore, we want all of us to come up with a strategy, demanding the government to make special programmes for the weaker and disadvantaged groups of the society after identifying them. The new education policy, which calls for the creation of the special education zones, should be created in the areas of the weaker sections for carrying out education reforms there. For example, according to the Sachar Committee report, Muslims and Dalits are most backwards in the country in the field of education. So the government cannot deal all in the same way. The Government should make separate plans for each and every disadvantaged group to uplift them in the field of education. It should first identify their areas and districts to take some affirmative actions. For instance, there are minority concentrated districts and Muslim majority districts which are close to 60 and there are many SCs/STs dominated districts. Similarly, the government should develop a strategy for the weaker groups and others, separately. After identifying disadvantaged groups’ areas, the Government should offer some special concessions there related to education facilities like scholarships, financial assistance and giving relaxations in the norms for opening schools etc. The government should publicise the schemes properly so that they can be benefited.”

 

Mr. Nusrat Ali has also noted that the government has made the national education policy for implementing up to 2040. In this regard, he said, “the government has passed a very crucial policy for such a long period of time even without debating in the Parliament. It is not suited for a democratic government as the police will impact the future of the country.” But for this, he said, “we should not raise our voices separately. We should form a joint pressure group to put pressure on the government to modify such steps which impact our federalism and the plural society and hold a debate in the Parliament before implementing the policy. As well as we should also give our suggestions regarding the disadvantaged groups to the government.”

 

Concluding his speech, Mr. Nusrat Ali said, “we will soon write a letter to the Education Ministry, asserting the suggestions and demands related to the education policy and disadvantaged groups here we received from our experts.”

 

In his inaugural address, Syed Tanveer Ahmed, Director of the Markazi Taleemi Board has briefed the participants about the topic of the webinar and the introduction of the board. He has said that the Board has already held a seminar on the flaws of the new education policy. “Now at this moment, this webinar about the disadvantaged groups is a matter of urgency,” he added. The vote of thanks was proposed by Assistant Secretary of the board Mr. Salimullah Khan.
