Rehabilitation will require huge money and several years, says JIH team after visiting flood-hit Kashmir

New Delhi, 21 Sep 2014: A high-level team of Jamaat-e-Islami Hind and Human Welfare Foundation has returned to Delhi after visiting several flood-affected areas in Jammu and Kashmir last week. The flood has caused huge devastation in Kashmir and it will take lots of money and a long period to rehabilitate the affected areas, said JIH team which, on the instruction of Amir-e Jamaat, went to Kashmir and visited over a dozen flood-affected areas.

The team led by Mohammad Ahmed, Secretary, had Abdul Ghaffar Siddiqi, assistant secretary and Rafeeq Ahmed, Secretary, Human Welfare Foundation as other members. The team is of the view that the present relief work is not enough given the vast devastation and huge number of flood victims. The government is showing laziness and apathy.

Some informed locals told the team about the main reasons of this unprecedented flood in Kashmir. They said it rained heavily and constantly from 2nd Sep to 7th Sep. Due to construction of buildings and roads on the banks, width of rivers and lakes has shrunk and garbage inside has lessened their depth – main reason that rivers and lakes very soon crossed the danger marks. Moreover, roads are 10 to 15 feet high in some residential areas leading to logging of water.

While the devastation caused by the flood is yet to be fully assessed it seems it will take at least 25 years for the affected areas to return to its original shape. Assets and properties worth billions of rupees have been destroyed. About 4000 houses have been demolished while 6000 others have got partially damaged. Standing crops in thousands of acres have been destroyed.

During the flood itself, JIH headquarters had tried to contact people in Kashmir but due to the breakdown of telecommunication system it could not. However, contact was established on 11th Sep. A medical team was sent on 13th Sep which helped the affected people. The medical team is still camping in Srinagar.

After making the two-day visit, the team of JIH and Human Welfare Foundation is of the view that relief and rehabilitation will require huge amount of money and a long period of time.

As initial relief measures, JIH has decided to provide 5000 blankets of good quality, medicines of Rs 10 lakh, necessary utensils for 1000 families, food items worth Rs 20 lakh and school stationary items for 2000 students (Rs 500 per student). As rehabilitation, 500 houses will be built and damaged mosques and schools will be repaired.

Expectedly the Jamaat raised to the occasion and took up the relief work. Jazakallah. Just want to know what the state and central governments are doing there. Since there is no dearth of funds with the governments will their work not suffice. Is there the need for the civil society to join the rehabilitation work. If so, at least the various Muslim organisations which are collecting relief fund across the country should be brought under one umbrella body which will definitely make the efforts effective.
